Gentlemen of the Press.
1. Welcome to the Office of the Center for Human Rights and Accountability Network (CHRAN) for this Press Briefing.
2. The Center wishes to express our gratitude to members of the Press in Akwa Ibom State and in Nigeria at large for the synergy between the Press and the civil society organisations (CSOs) in the country, particularly the CHRAN.
3. Sequel to the directive of the Inspector-General of Police, IGP Kayode Egbetokun, PhD, NPM, to Commissioners of Police across the States that all vehicle owners must obtain valid Third Party Insurance as stipulated by Section 68 of the Insurance Act, 2003 and Section 312 of the Motor Vehicle (Third Party Insurance) Act, 1945 effect from February 1, 2025, the CHRAN had on Friday, 24th January, 2025 paid an advocacy visit to the Commissioner of Police, Akwa Ibom State Command, CP Baba Mohammed Azare, fsi, to further expand the conversations ahead of the commencement date on the enforcement of the traffic laws with respect to Third Party Insurance by vehicle users in the State.
4. The CHRAN had subsequently set up a 5-man Committee to carry out more awareness campaigns to all the nooks and crannies of the State to get more vehicle owners aware of the need to get their valid Third Party Insurance documents before using the roads from February 1, 2025.
. The CHRAN Committee was mandated to continue to interface with the critical stakeholders in the State to ensure non or minimal infringement of human rights of Police Officers, motorists and members of the public during the enforcement of the laws.
6. The 5-man Committee has Comrade (Dr.) Victor David as Chairman; Comrade Nsima Udom as Secretary while Comrades Emmanuel Ika, Julius Nsikak and Asuquo Etukudo serve as members.
7. The Committee has submitted its report of the ongoing exercise and the CHRAN is pleased to commend the Akwa Ibom State Commissioner of Police, CP Baba Mohammed Azare, and officers and members of the Akwa Ibom State Police Command for enforcing the directive of the Inspector-General of Police on the Third Party Motor Vehicles Insurance policy without any human rights violation, extortion, intimidation or harassment of motorists in Akwa Ibom State.
8. The CHRAN urges motorists in Akwa Ibom State to obtain valid Third-Party Motor Vehicle Insurance and other valid vehicle licences and documents before plying the roads.
